Icing Rule Stupidity

The Rule:

The players who were on the ice can’t change after they’re called for icing

So…

Why is it alright to have a TV timeout right after an icing?

It completely negates the advantage that the rule is supposed to give the team who didn’t ice the puck.

TV timeouts should not be able to occur when there’s an icing. I know TV timeouts are a necessity for financial reasons, but I don’t see why they can’t wait for the next stoppage. There’s no reason why it has to come when there’s an icing.
